    On November 28, 1838, three men from the United States, Wilson Kirk Shinn of Clarksburg, Virginia, Hugh Crolley of Baltimore, Maryland, and North Evans of Washington, D. C., petitioned the president of Texas, Mirabeau Buonaparte Lamar, for a charter to make the Colorado River navigable, proposing that their company be named the Shinn Colorado Navigation Company. Shinn, according to his own statement, had examined the river the previous winter.
