Roy Richard Heffley was born in Kansas City, Missouri on April 10, 1942.
He came to Columbus as a boy, when his father, who was a native of Colorado
County, returned to ranch. After taking a degree from the University of
Houston, and serving a two year stint in the army, Mr. Heffley bought a Columbus
feed store from Ralph Meadows. He has owned and operated Heffley's Mill
and Grain since 1967. Before being elected mayor, Mr. Heffley served on the city council from 1977
through 1979. He was sworn in as mayor on April 9, 1979, and served until
May 13, 1991. During his tenure, the city secured grants totaling more
than one million dollars to renovate low income housing in town, completely
renovated the city-owned gas company, doubled the size of the Nesbitt Memorial
Library, created its archives division, and instituted its publishing program,
and acquired and developed a new park on Montezuma Street. Mr. Heffley
returned to city government in 1992, when he again took a seat on the city
council until 1996. In 2004, Mr. Heffley once more ran and won the position of
alderman. After the 2005 Mayoral Election, he was reelected Mayor of the City of
Columbus and has served until the present time.
In addition to his work in city government, Mr. Heffley has served as president of
the Columbus Area Chamber of Commerce, as grand-knight of the Knights of
Columbus Council 2971, as a member of American Legion Post 383, the St. Anthony
Cemetery board of directors, the St, Anthony Catholic Church parish council, and
the Columbus Booster Club. He has also been heavily involved with the
Columbus Little League baseball program.
