The City Council of the City of Columbus, Texas met in a special session on Monday, November 5, 2001 at 7:00 P.M., in the meeting room of the Nesbitt Memorial Library located at 529 Washington Street, Columbus, Texas, with the following present:

Mayor - Paula Frnka
Mayor Pro-Tem - Ester Chandler
Councilman - Leroy J. Sebesta
Councilman - Donald T. Churchill
Councilman - Ronnie Rogers
Councilman - DeWayne Kotrla (Arrived 7:15 P.M.)

City Manager - David Stall
City Secretary - Jill Ready

1. Call to Order:

Mayor Frnka called the meeting to order at 7:00 P.M. on November 5, 2001.

2. Pledge of Allegiance:

Led by Mayor Frnka and School Board Chair Pam Potter.

3. Adjourn into Executive Session as Authorized by Texas Government Code Section 551.074 for Deliberation of the Appointment of a Public Officer; To Wit, Interviews With Prospective Candidates for Appointment to Represent the City of Columbus on the Board of Directors of the Colorado County Central Appraisal District:

Mayor Frnka recessed the special meeting at 7:09 P.M. and entered into executive session. The executive session was recorded on audio tape and sealed in an envelope marked "November 5, 2001 Executive Session for deliberation of the appointment of a public officer; to wit, interviews with prospective candidates for appointment to represent the City of Columbus on the Board of Directors of the Colorado County Central Appraisal District".

4. Return to Open Session:

The executive session adjourned at 9:05 P.M. and the city council meeting reconvened into open session.

Consideration and Approval of City’s Appointment of Representative on the Colorado County Central Appraisal District Board:

Councilman Churchill moved to appoint Richard Heffley as the City’s representative on the Colorado County Central Appraisal District Board. Councilman Sebesta seconded the motion. The vote was as follows:

AYES: Councilmen Sebesta and Churchill

NOES: Councilmen Rogers, Kotrla and Councilwoman Chandler

The motion failed.

Councilman Kotrla moved to appoint Jeff Steger as the City’s representative on the Colorado County Central Appraisal District Board. Councilman Rogers seconded the motion. The vote was as follows:

AYES: Councilmen Rogers, Kotrla and Councilwoman Chandler

NOES: Councilmen Sebesta and Churchill

The motion passed.

6. Adjournment:

There being no further business Mayor Frnka declared the council meeting adjourned at 9:10 P.M.
